Who Must Get Licensed?

Under Oklahoma House Bill 1628 (signed May 28, 2025, effective July 1, 2026), any person or business performing residential roofing work for compensation in Oklahoma must hold a CIB Residential Roofing Endorsement, which requires passing a CIB-approved exam with a score of 70% or higher. Grandfathering: contractors registered and in good standing with the CIB on July 1, 2026 have a 12-month window (through July 1, 2027) to either pass the exam or complete 10 hours of approved continuing education. Contractors holding a valid Commercial Roofer Endorsement are exempt from the exam/CE requirement during the grandfathering period. This applies to:

2 Create a CIB Account and Register for the Exam

For comparison, the commercial roofing endorsement exam is 50 multiple-choice questions with 150 minutes allowed — confirm the residential exam format in the current PSI Candidate Information Bulletin before test day. Open-book references must be bound or stapled. Retakes: 30-day wait after the first failure, 90-day wait after subsequent failures, and you pay the $92 exam fee each attempt.

4 Get Your Insurance Certificate

Before the CIB will issue your roofing endorsement, you must provide a valid Certificate of Insurance showing:

  • Commercial General Liability (CGL): Minimum $500,000 per occurrence / $1,000,000 aggregate
  • Workers' Compensation: Required if you have any employees. Sole proprietors with zero employees may submit an exemption form.
  • Certificate Holder: Must name "Oklahoma Construction Industries Board" as certificate holder
  • Policy must be active — not pending or future-dated

5 Submit Your CIB Application

Submit the following to the CIB at cib.ok.gov:

  • Completed CIB roofing contractor application
  • Proof of passing exam score (PSI sends this directly to CIB)
  • Certificate of Insurance (GL and Workers' Comp)
  • Fees: $230 residential endorsement + $75 registration/processing = $305 total
  • Copy of government-issued ID

6 Receive Your Roofing Endorsement — Start Working Legally

Once approved, you'll receive your CIB Roofing Contractor Endorsement. You must:

  • Display your license number on all contracts, estimates, vehicles, and advertising
  • Renew annually — $100 endorsement + $75 registration ($175 total). CE hours for residential endorsement renewal have not yet been set by the CIB.
  • Maintain continuous insurance — keep your certificate current with CIB

Key Dates and Deadlines

July 1, 2026 — Residential Roofing Endorsement Takes Effect

HB 1628's Residential Roofing Endorsement requirement becomes effective. If you are not registered with the CIB by this date, you must pass the endorsement exam before performing residential roofing work. Unregistered roofing work is a misdemeanor — and HB 1628 removed the first-offense warning.

July 1, 2026 – July 1, 2027 — Grandfathering Window

Contractors registered and in good standing on July 1, 2026 have 12 months to either pass the endorsement exam or complete 10 hours of approved continuing education. Commercially endorsed roofers are exempt from the exam/CE requirement during this window. After July 1, 2027, everyone seeking a residential endorsement must pass the exam.
