Do I need a license to do roofing work in Oklahoma? +
Yes, as of July 1, 2026, all roofing contractors performing roofing work for compensation in Oklahoma must hold a valid CIB Roofing Contractor Endorsement. This is required under House Bill 1628, signed into law in 2023. Operating without a license after this deadline is a criminal misdemeanor with fines up to $1,000 per day.
What is the deadline to get my Oklahoma roofing license? +
The mandatory deadline is July 1, 2026. All roofing contractors must be licensed by this date. We recommend scheduling your exam no later than May 1, 2026 to allow time for CIB processing (up to 10 business days) before the deadline.
What is the passing score on the Oklahoma roofing contractor exam? +
You need to score at least 70% to pass. The exam has 80 multiple-choice questions, so you must answer at least 56 correctly. The exam is 2 hours long and is administered by PSI Testing.
How much does the Oklahoma roofing exam cost? +
The exam fee is $65, paid to PSI Testing when you schedule. After passing, you pay a $100 registration fee to the CIB. Total initial licensing cost is $165 plus the cost of your insurance (General Liability insurance starts around $1,200/year for small roofing contractors).
What happens if I fail the exam? +

Yes, the exam is open book for the code sections (IRC Chapter 9 and OSHA regulations). You may bring printed reference materials. However, you should still study thoroughly — the 2-hour time limit means you won't have time to look up every answer. Know the material; use the references only to verify.
What insurance do I need to get my Oklahoma roofing license? +
The CIB requires proof of Commercial General Liability (CGL) insurance with a minimum of $500,000 per occurrence before issuing your roofing endorsement. Most carriers offer $500K/$1M (per occurrence/aggregate) policies. You also need Workers' Compensation insurance if you have any employees — sole proprietors with no employees may file an exemption. The certificate must name "Oklahoma Construction Industries Board" as certificate holder.
How long does it take to get my CIB roofing endorsement after passing? +

Do I need a CIB license if I only do roofing as part of general contracting? +
It depends on the scope of work. If you are a licensed general contractor and you subcontract roofing work to a licensed roofing subcontractor, you may not need the endorsement yourself. However, if your business performs roofing work directly (even occasionally), you need the endorsement. The roofing subcontractor must also be licensed. Do I need a license if I only do commercial roofing? What about residential? +
HB 1628 applies to both residential and commercial roofing work. Whether you install shingles on houses or membrane roofing on commercial buildings, you need the CIB Roofing Contractor Endorsement if you are being paid to do the work.
Can my employees do roofing work under my license? +
Yes. Employees of a licensed roofing contractor can perform roofing work under the employer's license. The licensed contractor (you) is responsible for all work performed under your license. Employees do not need to be individually licensed, but they must be working under your supervision and on your projects.
Is it illegal to pay a homeowner's insurance deductible in Oklahoma? +
Yes. Oklahoma law (36 O.S. § 4416) prohibits roofing contractors from paying, waiving, or absorbing an insurance deductible as an incentive to perform work. This applies to insurance claims work. Violation is a felony. This topic appears on the roofing exam.

What is the annual renewal requirement for my roofing license? +
