Do I need a license to do roofing work in Oklahoma? +
Yes. All roofing contractors working for compensation in Oklahoma must be registered with the CIB, and as of July 1, 2026, residential roofing work also requires a CIB Residential Roofing Endorsement under House Bill 1628 (signed May 28, 2025). Working without registration is a criminal misdemeanor — and HB 1628 removed the first-offense warning.
What is the deadline to get my Oklahoma roofing license? +
The Residential Roofing Endorsement requirement takes effect July 1, 2026. If you are registered and in good standing with the CIB on that date, you have a 12-month grandfathering window (through July 1, 2027) to either pass the endorsement exam or complete 10 hours of approved continuing education. Contractors holding a valid Commercial Roofer Endorsement are exempt from the exam/CE requirement during the grandfathering period. After July 1, 2027, everyone seeking a residential endorsement must pass the exam.
What is the passing score on the Oklahoma roofing contractor exam? +
You need to score at least 70% to pass. The exam is multiple-choice, computer-based, and administered by PSI Testing. For comparison, the commercial roofing endorsement exam is 50 questions with 150 minutes allowed — check the current PSI Candidate Information Bulletin for the residential exam format before test day.
How much does the Oklahoma roofing exam cost? +
The PSI exam fee is $92 per examination portion, paid when you schedule. The CIB charges $230 for the residential endorsement plus a $75 registration/processing fee — $305 total. All-in initial licensing cost is roughly $397 plus the cost of your insurance (General Liability insurance starts around $1,200/year for small roofing contractors).
What happens if I fail the exam? +
You must wait 30 days to retest after your first failure, and 90 days between attempts after subsequent failures. You pay the $92 exam fee for each attempt. Is the Oklahoma roofing exam open book? +
Yes, the exam is open book for approved code references (such as IRC Chapter 9 and OSHA regulations). Printed references must be bound, hole-punched in a binder, or stapled. However, you should still study thoroughly — the time limit means you won't have time to look up every answer. Know the material; use the references only to verify.
What insurance do I need to get my Oklahoma roofing license? +
The CIB requires proof of Commercial General Liability (CGL) insurance with a minimum of $500,000 per occurrence before issuing your roofing endorsement. Most carriers offer $500K/$1M (per occurrence/aggregate) policies. You also need Workers' Compensation insurance if you have any employees — sole proprietors with no employees may file an exemption. The certificate must name "Oklahoma Construction Industries Board" as certificate holder.
How long does it take to get my CIB roofing endorsement after passing? +
CIB processing takes 5-10 business days after you submit your complete application (passing exam results, insurance certificate, application form, and $305 in endorsement and registration fees). Do I need a CIB license if I only do roofing as part of general contracting? +
It depends on the scope of work. If you are a licensed general contractor and you subcontract roofing work to a licensed roofing subcontractor, you may not need the endorsement yourself. However, if your business performs roofing work directly (even occasionally), you need the endorsement. The roofing subcontractor must also be licensed. Do I need a license if I only do commercial roofing? What about residential? +
All paid roofing work in Oklahoma requires CIB registration. Commercial roofing has its own Commercial Roofer Endorsement with an exam, and HB 1628 adds a Residential Roofing Endorsement exam requirement for residential work effective July 1, 2026. If you do both kinds of work, you need the appropriate endorsement for each.
Can my employees do roofing work under my license? +
Yes. Employees of a licensed roofing contractor can perform roofing work under the employer's license. The licensed contractor (you) is responsible for all work performed under your license. Employees do not need to be individually licensed, but they must be working under your supervision and on your projects.
Is it illegal to pay a homeowner's insurance deductible in Oklahoma? +
Yes. Oklahoma law (59 O.S. § 1151.30, enacted through HB 1940) prohibits roofing contractors from paying, waiving, or absorbing an insurance deductible as an inducement to perform work. Violation is a felony punishable by up to 3 years imprisonment or a fine up to $5,000. This topic appears on the roofing exam.
How do I register for the Oklahoma roofing exam? +
Register at candidate.psiexams.com or call PSI Testing at (855) 834-8750. You'll need to create a PSI account, search for the Oklahoma CIB Roofing Contractor exam, and pay the $92 fee. Exams are available at PSI testing centers across Oklahoma and at PSI centers in other states.
What is the annual renewal requirement for my roofing license? +
You must renew your CIB roofing registration and endorsement annually. Renewal costs $175 total ($100 endorsement + $75 registration) and requires a current insurance certificate on file with the CIB. Continuing education hours for residential endorsement renewal have not yet been set by the CIB — commercial roofers need 4 hours every 3 years. If your insurance lapses, your registration is automatically suspended.
